You do not want to drag family across town to a venue location only to find out seating is full. Houston is famous for having virtually no zoning laws, whereas here we have strict standards and clear process controls. If Houston ever annexed us, building code enforcement, permitting, and development oversight would turn into a nightmare overnight. Get the agreement renewed in writing and pay the money. Maintaining local township authority protects property values and keeps our local standards intact.

  As someone who has pulled commercial buildout permits in Shenandoah and the 77380/77382 zips for eighteen years, the county permitting is not your biggest wall, it is the plumbing and grease trap requirements if you serve any food, plus ARC approval if you touch the exterior building facade or lighting. If you take over a former restaurant space, you might save $80,000 on existing infrastructure, but if you are starting with a raw shell space in the 3,200 to 4,300 square foot range, expect $200,000 to $350,000 just in mechanical, electrical, and plumbing trades before you put up drywall or buy furniture. Whatever scope of work you do, get it in writing from your contractor before signing that lease.

  Be careful with anybody who tells you there is no bad time of year to do this. There are outfits marketing year-round whole-house exclusions around here, and that is not how bats work. From roughly mid May to mid August you have flightless pups up there. Put a one-way valve in during that window and the mothers leave and the babies do not. Then you are tearing out drywall to get at what is left. Ask any bidder in writing how they handle a maternity colony and what date they are proposing. If they wave it off, that is your answer.
